yeah u could keep up the quality levels
my quality level has been researched on a product of mine to level 3 and the product has not changed from 0

you have to change the quality level from the building 
to do so , simply
go to production > select the building you want to upgrade it's quality , > under quality level , click change , and change it xD
if you have already done that and still quality 0 , then you need to understand that :
Finished product quality =sum of quality of all materials that are needed divided by number of materials needed .
for example , if product a , need two materials b and c ,
and b is quality 1 , while c is quality 3 then it will be 2/2 = 1 , then quality of finished product (a) = 1 xD
