Calculate how much you need to buy all your product then add 10 to 25% for emergency cash. As you grow increase your emergency cash size. (You never know when you might find a cheap building, research or product.)

If you are small keep the minimum amount of cash on hand to prevent levelling. If you are large keep whatever you want as long as you are upgrading stuff and not surpassing 10B company size.
