The municipal power plant is asking if we could send them additional power. They'd need xyz kWh and are willing to pay xyz

the price is 0.02? ... well then that is a disgrace you can sell it for 0.2+ on the realm 1 market and 0.1+ on realm 2, just dont do it-its nota quest nothing happens!
