Promotion "Penalty"... when does it stop ?

hi all
when you gain a level you are "penalised" in terms of production capacity and the cost (in raw mats) for expansion.
at what level does this stop, or doesn't it ?

It does not, if it does that to help smaller company's to catch up and it makes the game harder
