a certain VERY rich player has all his PP's expanding to max.

now that is massively long seeing as hes gonna have to pay for his premium for a year and a half WITHOUT being able to play

im pretty sure, but not positve that buildings still expand even when they are premium bulidings and you dont have a premium acc
