what happened to power and water?

for a few days now, almos all the water and power offers on the market have disappeared.there are only a few left who sell it @insane prices(100/1000 per unit) so all is lef is the npc.is there a bug involved that prevents people from producing power&water or has everyone turned to contracts(very unlikely)?

probably someone was bored and bought all the water and power. same thing happend in realm 1

It is also a good way to get a temprorary bump in prices.

If there are no power contracts listed people start listing them at a little less then the NPC. As more people list, the price slowly starts to come back down to 'normal'. During this bump quite a bit is sold for a good profit before the prices come back down to normal.
