I had the same message today.I don't know what is it about.Maybe like when you got a message that a municipal power plant need 500,000 kwh and tomorrow you got another message to accept or decline to sell it for 0.02 caps.

Had the same message with the 500k power for 10k Caps.

I accepted a couple of minutes ago, but nothing happened yet.

its just a random events that is sent by the NPC. Its not special or anything, but sometimes you may even get lucky when a good message hits you up.

Note: Please remember that random events can occour with bad effects and good effects towards your company. But if you are unlucky, it wont cost more than 1 mil to repair.
