I there,

I'm willing to buy q20 technology in the market, but As I have already a q20 i wonder if I buy this q20 I start producing q40 oil quality. Is this possible?

no it is not possible. it doesnt matter what you had before you bought, after purchase your research level is the level you bought. it would simply be too easy to reach the max if the researches were cumulative

To add on to that answer, the research time and expenses an RC asks from you to get to quality 20 from q0 is much less than what it'd take you from quality 20 to quality 40. With each research, researching time and cost of research increase. Buying two low qualities to make up for a big one would just be, as GREED said, too easy and many people would have it, devaluating high qualities.
