i have recently built a homeless shelter and completed the first quest.
i tried to hire one more emploee for the second one but i couldnt.
do i have to expand it?
how many m^2??

You can only hire one worker per 20m2 in special buildings. So, expand another 20m2 then hire another worker. After that, you will recieve a new task.
