System message problem

A few days ago I got this message:

"Hello,
I would have a good investment for you. But you would need gallery therefore. Do you want to build one?
You can now either decline or if you want to accept simply start to build a gallery!

Decline quest "

So I built the gallery, it was finished 2 days ago I think and I still keep getting this same message. The only highlighed option is to decline quest which I am ignoring, hoping that something more interesting is going to happen.

Is this a bug?

normally, you'll get a quest, not the same message again... wait for an admin to reply, but they are very busy now !!

it takes about a week to get the quest so dont worry to much and dont decline it.
