How do these people make money?

Iv seen in the marketplace, people selling adverts for as low as 250caps.
The production cost of adverts is min. 900caps.
So why on earth are they selling adverts for less than the production cost? Surly they are losing loads of money!

u have to build tv stations in green area then your cost aproximately 300c

At 250c/adv they don't make money, they either want to get rid of them or don't know what they are doing
