Buildings when Merchant

I want to produce beer, so I'll need 3 buildings. But because I would have to buy my corn my prod. costs go up drasticly. So I'm thinking of producing my own corn too...but therefore I need another 2 buildings...and the help says the max limit for building when merchant is 4.
It sounds clear, but I'm still asking the question because I found it by luck and such important fact shouldn't be tugged away so far.

So can I really only built 4 buildings, or did I interpretate it the wrong way?

No, you can build up to 60 buildings as a normal player. If you are a VIP player, pay the 20 coins, you can build 100 buildings.

You can build up to 60 buildings and 100 if you buy premium whit coins
