What building do I need in order to sell oil and water?

You can't sell those in a building (to NPCs), they are industrial products only.

You can sell them on the market or by contract to other players.

For future reference on all products, in the game if you go into help (up top) and then choose the product on the left, it will tell you what building makes it, researches it, and sells it. And if it doens't list a selling building, that means it can only be sold to players.
