David, having lived in Belgium (Tongeren) for 2 years from 2004 - 2006, I'll make sure I use simple words so you can understand. He had no offers at his requested price. His requested price is significantly higher than what this quality of wood is selling for by others. Significantly means a lot, by the way.
Therefore I offered him a more reasonable price so that he could sell his wares and not be stuck with them. My price is a little below what this quality of wood is selling for by others leaving him room for a counter offer that is fair to both of us if he so desires.
This is called haggling and is a generally accepted way of doing business almost everywhere.
Perhaps it would be best if you stayed out of other's business when it doesn't concern you? I believe the old saying is "better to keep quiet and be thought a [censored] than to open one's mouth and remove all doubt".
