Hello , I''m no longer a vip for a long time , but since I used to have 60 functional buildings whilst I was a vip , then why now i only have 39 functioning and all of the 59 others are not ? Shouldn't i have 60 functioning and 38 not working ?

How much of your buildings have premium status? I suppose those 59 buildings who are not working at the moment are your premium buildings, whereas the 39 remaining buildings retain their "normal" status.

All your premium buildings as well as your administrative buildings remain "physically", but they cannot be used until you reactivate your VIP status.

In order to possess 60 functional buildings after your premium accounts runs out, it is important to sell all "surplus" buildings before your premium account expires. In this case, all of these buildings are downgraded to "normal" status. Should you fail to do so, then all premium buildings will retain their premium status, and are hence locked after your premium account runs out.
