If you find someone selling higher send it to me for 40million and mail me with a link to their offer. If I agree with you I'll sell it back to you for 40million then you can sell it back to me for a new, higher, agreed price
This way it allows me to start production and since I am a nice guy I will honour the agreement and buy the Q15 research back for the higher price
