Sorry goldeneye but- Expand it yourself? Buy it for cheap and expand it yourself. You'll only lose out if you have to sell a building to get it and I doubt you would. Buy it and expand it. Total cost= Cost+Expansion costs and time= expansion time

If you make him expand it then it goes to this:

Total Cost=Cost+ (Expansion costs x time)
And time=Expansion time+Deciding time(whether to expand or not) + 24~48(sending time)

So all in all just buy it :S
