Do you get any error messages when trying to load the chat?
Or does it simply fail to load?
If you already have the latest version of java you might uninstall ALL versions of Java on your system then reinstall. If you updated without removing the previous version first it has been known to cause problems.
I'm unfamiliar with the server used for Kapi-Regnum; We use utonet.org over on RumbleRace (not officially supported) but because we have contacts with one of the server administrators there we hardly ever have problems.
As mentioned above there are any number of IRC Chat Programs you can use to try to connect with instead of been java based, including;
KVirc* (my favourite ) - http://www.kvirc.net
Mirc - http://www.mirc.com
Chatzilla* (FireFox Extension) - http://www.mozilla.org/projects/rt-messaging/chatzilla
Icechat - http://www.icechat.net/site
And many others.
Ones marked with a * I can also verify work under Linux based operating systems if you use those.

I'm using firefox and haven't updated java in a while. I will try to update java because I like to use the chat button in the office.

I'm usually around a fair bit ... when my Internet is working properly.
It works for now, but only on dialup until I can get boardband back up (most likely next Wednesday, hopefully) I'll be on much more often, though I still drop by from time to time.
While it is usually a little quiet even across several different servers it's usually because some people only drop by for a few seconds, others forget it's loaded, and some are just busy - There are any number of reasons; but it's better to stick around and check back to track the activity level there.
Some days are busier then others.

Recently came across this error myself during a random check and was unable to connect.
The problem seems to be caused by the server incorrectly identifying you as a "bot" in relation to your IP, or the IP-range been incorrect for that server.
If you come across this error (unfortunately?) the only way around it is to download an IRC client and try to connect to an alternative host server, each is listed here; http://www.euirc.net/en/server_admins.php
When connected to the server simply /join #kapi-regnum.com
