In water case:
it was good proposal for using best quality water for cattle breading. You cant use there slat water... and if you use dirty water lets say your production from this building will be lowered to 50% ...
Medium quality water in joinerys... curently there is no use in these joinerys for water because they work already with wood. Joinery is joinery... not saw mill. btw try to convince ppl in saw mill to use salt water on wood and you will see
Very hard think will be to make balance because of multiple water qualitys lvl. Lets just think some1s wish comes true and hour after this will be in game. Why would be water producer producing clean water when selling salt water or dirty water makes him already very nice money?
...so first wish must be an alliance or clan
In power case:
power consumer is using power. Power is just power. Clean or dirty power is only because of inputs.... but outputs are always same... from clean inputs you get "only" power. From dirty inputs you get again "only" power.
Changing anything in this case would be again useless.
You use power and do you care if you gat in from wind power plant in sounth, or coal plant in north, or oil plant in east... or nuclear in west. You just want your power.
...and when you change (increase) price for water and power it will raise price for other raw material, with will raise price in factorys and then astronomicaly high price in shops....
let just stay with power and water at Q0.
