Why cannot I hire employees while the production is in process? This restriction (hire employees only when industry is idle) makes no sense.

...well, I was already late from my real-life-job so I planned new production and forgot to hire new employee. I realized that just after clicking the xxx button, but it was already too late. And reducing quality of used material to Q0 is not fair - canceling production one second after it has started and loosing quality of EVERITHING is NOT FAIR. Could that be only for an hour of production and the rest brought back to warehouse untouched? And what about restocking during production? I hope you can get the clue...

Why make the game too easy?

It's a point here to plan production, employees etc.... and it is part of the game.

its a bad idea to bring in new employees in the middle of a project - they dont have the ideas from the beginning of the proposal. and if u say 1 second is a fine time to bring them in ... think about production rates ... it doesnt take 5 minutes to produce steel in real life, it could take hours or days (i have no idea) ... think of this as sped up exponentially ... so ur 1 second could be weeks to our little NPC friends.
