I have a freind who's account was locked. Is he completly done from the game or will he be able to play later after a certain amount of time.

In such cases it would be best if he or maybe you sends the details of his last account to one of the moderators.

There are, of course, cases where people are banned from the game but generally you can begin again with a new account after another account had been deleted.
