They are worth every penny. They don't save you any money, but they make restarting your productions ~10 times as fast. If you have 100 buildings it is definitely time to get an administration building for anything you have 10+ buildings. I have admin buildings for everything I have.
They are absolutely a life saver when restocking your sales buildings. If you have ever sold gas, you'd know that restocking every 14 hours is a nightmare. Restocking 10 buildings takes about 100 clicks, ~40 page loads and 20 numbers of varying quantities. With Admin buildings it is reduced to a single page with only a couple of numbers to worry about.
Run out of money? Quickly access all of your NPC buildings to collect cash with a single button.
Another advantage is, say you run out of power, you can stop and restart all of your power plants in seconds, then hit the back arrow 4-5 times and get on with what you were doing.
Where they don't work as well is with factories that require a lot of high quality materials. With making TVs, I have to mix and match qualities. It is often more important for me to be sure the qualities are perfect than to be quick. I built one anyways, though.
In closing, managing 100 buildings is horribly time intensive. Admin buildings make the game more fun, so with that in mind they are priceless.

I would advise buying them when it doesn't feel quite so painful to spend 500,000. I didn't buy mine until I was ~25m fixed assests.
