In your prodution building at the top left corner you see a boton that says quality. click there and set your quality level to 111. The you have to factor in the equation,

Exemple for wood

Wood q1 + power q0 + water q0 + seeds q3 = 4/4 = q1 wood produced

Wood q1 + power q0 + water q0 + seeds q0 = 1/4 = q0 wood produced
