There are 2 points how to decide that:
In the beginning, a lot of people build up their power plant in the green area, because the construction and production costs are cheaper than in the red one.
But there are also poeple who invest more money in the beginning and can produce more power in one hour.
Later on, most people will build their power plant in the red area, as you can produce more units/ hour.

if you build in red area: you start the game slower, but in the long run you make more money.
if you build in green area: you save more money, and can build more power plants. But you will want to sell the building after you get enough money to build in red area if your main money maker is going to be power.
if i were you, in the begining make 2 power plants in red area, and you'll find yourself making quicker profets later on.

1. The quality of power (and water, stones) cannot be changed... water, stones, power are intended to be the optimum beginners products.
2. For each 10 sqm you can hire 1 new employee.
if you click on your building, you will see on the top of it "Employees" click on it and there you will find where to hire more employees. But be careful: there is also a field, where you can fire them...
The salary for employee has to be paid only once...

If you want to produce electronics, you need a factory.. factory should be built in the red area.
(for silicon, glass, plastic, steel) I do not have all the single parts in mind, which go into electronics, because you can produce TVs, computers, monitors, printers...
For the factories you will need raw material: quarts/ minerals in the mine and oil in the well.
They should be built in the yellow area.
And the electronic factory itself (my personal opinion!) should be built in the green area, because in the red area the production costs are too high, if you are not able to produce high qualities.
And after that you can build the electronic shop to sell your electronic goods.
