i am trying to produce silver at Quality level 22, when i set it up and is produce Q7!
since water and power will always be at Q0 does that mean i will never be able to get Q22?

What quality research are you using? to reach Q22 silver you would need Q66 research as you divide your quality between the raw materials and product you are trying to produce so you have to divide by the three items for silver.
Silver (the actual product being produced)
Power
water
If you have Q22 tech silver you would only be able to produce Q7 silver as when divided by the three you end up with Q7.333333 and the quality is always rounded down.
