question about power station efficiency

in the area help on the site there is the following info for green area

resources develop 25% faster output

i'd like to know what that means in relation with building a power station in the green area

if power is considered a resource ...and why not and green power plant produce 25% faster why dont build here and not in red

or post a link to somewhere where this thing is discussed

Power is a industry! So, in Red Power Plant produce 25% faster, but it cost 3c.
In Green it cost 1c. It is your decision where to build, but according to today price (power could be easily sold for 0.25c on contracts!)I suggest you to build inRed!
