If you have 2 Well RC, does that mean you can research twice the speed?

Can you research lvl50 in one and in the other lvl51 before you finish the other?

No, but you can research 2 technologies at once. Or better, if your RCs are not maxed out yet - research the target technology with one while extending the other, and then swap their roles. That will be faster than researching using just one RC, and in the end you end up with 2 maxed out RCs - if not interested in researching another product you can sell one RC for good money.
