The game faq states:
How many buildings can I build?
You can build 60 different buildings; If you have a Premium Account you may even build as many as 100 buildings. Special buildings are not included.
However: in this forum faq the following statement:
How many buildings can I have?
Without Premium Account: 60
With Premium Account: 100
There is a difference between these 2 faqs. If you are trying to sell buildings it lowers the amount of buildings, but not lowering the amount of build buildings. In my case I am thinking of selling the prebuild plantation from the game start. If I do that how many buildings can be build? 59 or 60?

I think I'm following what you are asking so I'll give it a shot.
The premade building counts as being "built" so without selling it, you could only build 59 more without having Premium.
Selling it allows you to build 60.
If I am understanding what you are getting at correctly, you don't have a "set" number of times you can build.
I'm non-premium so I could build 20 Plantations sell those plantations and be able to repeat that process as many times as I like. I never "use up" the 60 builds. That 60/100 cap is the number of buildings you can own at any given time based on not having/having a Premium account, not how many times you can make a building.

[Add-on]This past what you asked but there are also buildings (the special/quest building I believe) that DO NOT count towards the building cap so even a non-premium user can, under the right circumstances, have more than 60 buildings. Just not more than 60 building that produce/sell/research.
