why people giving caps more than what npc gives in the marke

in the market npc selling steel at 135.
but peoples buying at greater than this price. What is the deal?

What they mean is Q1 at 138 then +1 cap for each Q after that, it's not even possible to sell Q0 for over 135caps it was stopped a while back.
