Where to send Quest items?

Where?? I bought everything for afghanistan.. So to who or what do I send these items?

It's a random event.

No, a NPC gives you an opportunity to get the Afghan by fulfilling expensive contracts. Fortunately for me, I just so happened to have most of the items in the warehouse due to player buyers changing their quality and quantity needs in R2 Product Purchases (or in their showcase). If memory serves me correctly, you had to fill one contract after another, or the afghan is forfeit. This means you can't log out, but you can go to the market and pray you find the items you need there.

I was also offered a sports car and a bottle of wine, but I had to decline the offers due to the fact I was low in cash.

They happen randomly and I think they only happen once for the life of your account, per event.

Are the items for a particular quest always the same? For example, are the Haut Brion items always Bread Q5, Milk Q4, etc.?

Yes. A few people have the list for each of them. Though we arent allowed to tell them here because it against rules. That is why most people have them already bought and in warehouse but I cant be bothered too because I am lazy.
