Same size building, different output

As the title says, I have 2 of the same sized buildings. Both are in Mauritania. Why do they produce different amounts though?

Mauritania:174827 Factory E:800 8000 m

Meaning??? They both have 800 employees each and are both 8,000m2. And are also both set at 99q.

Go to the "Expand" area of the building. There should be a button called optimize. (You can optimize a production building every 400 workers.)

As it turns out, the buildings did indeed have to be optimized.
