It doesn't matter what country you produce anything in. The only thing that matters for production is the ZONE you build it in.
As for retailing...
If you have a store in the same country as your Headquarters there is never a fee to stock the store. However, in every other country there is a small fee to stock the store. (Remember to build ALL stores in the RED ZONE.)
