Advertising - too expensive to produce

Okay, I give up... i've reset a couple of time to try different approaches (where I build my tv station, buy or make my own power...)
Advertising quality 0 sells for $400-$500... however, when I build a TV station (in germany) the cost to produce is $900 per unit! How does one make money at that??!!
I'd build the tv station in the desert if it's cheaper, but how would you sell it in the richer/industrialized places??
In short, what am I missing where you can produce advertising cheaper and make a profit at $450??

the only way to ever make any profit in red area is to make Q stuff realy high stuff or it would just be personal use no profit selling to market in read areas just the green and yellow for some things or if ya got a real high Q

tv station for resale purpouse is only profitable in green areas. Also defenietly want to produce your own electricity as ads are all power. So build a power plant in france ( france is the bomb )

also build a research center in france
