Quality in Cattle-Breeding?

Hi,
I have a cattle breeding and I have researched Chikens Quality 1.

For the chikens, Corn and Water are necessary.
I have water (Quality 0) and Corn (Quality 0 , Quality 1 , Quality 2 and Quality 3).

I want to produce Chikens with Quality 1 , so I choose quality 1 in the cattle-breeding.
But when I launch the production I can only use Corn Quality 0 or Corn Quality 1, so my production of chiken is :
Chiken (Qual 1) + Corn (Qual 1) + Water (Qual 0) = 2/3 = > 0

Why can't I choose Corn Quality 2 or 3?

I've found my mistake cause I only have 3 Corn Quality 2 so It wasn't enough!!
