From help i know, that these special buildings will be for scoring points but do they count towards th building limit of 60 ?

as long as this thread has already been started, I'll ask another question.

Is there anything to be gained by expanding the special buildings? The costs involved (both in $ and in materials) are really high, so I don't want to expand any of them if it doesn't gain anything.

i think the only thing it gains is fix assets and once you have all your buildings upgraded that will be the only way to gain more fix assets that is the only way to get up to 1 till fix assets :)

Furthermore the special buildings bring the most increase of fix assets for one m2.

The special buildings have to be seen as a kind of "hobby" if you are bigger. Now you emphasize on building up your production lines, try to work out your strategy. Later on you will maybe emphasize on how to increase your score or how to increase your fix assets as this figure is the most important one for quite a lot players.

Where should i build them in ?

The red one?
The green or yllow ?

Where should they be build or every building be built at different places like homeless shelter in green ( expecting more poor) . safes in red ( to provide security) ?

No, there is no direct effect of where to build them, except of one: by building them e.g. in Turkey, you will increase the number of employees there, meaning: the demand figures for the shops will change.
