Quality reduction

Is it possible somehow to reduce the quality of my existing products? For example from q3 to q0, or from q4 to q3?

for all products except end products you can reduce quality if you use them in production and then cancel it. you will get all q0 out of it

Can I do anything, if I haven't got any building in which I could be able to use the materials?

you can build/buy the needed building

other than that there is no way of reducing quality
