Why would anyone put out to sea in a rowboat with 2 days' supply of food and water? 1000 coins is a 4 year supply of premium and minimizes the likelihood of your buildings going into limbo from losing premium status. It's a risk averse strategy accommodating the uncertainty of the coin market.
