You need either:

Apples Q3, Seeds Q0

Apples Q2, Seeds Q1

Apples Q1, Seeds Q2

Apples Q0, Seeds Q3

The quality of apples, seeds and water needs to sum up to 3 because apples have got three ingredients (two resources + apples).

No, the time will remain the same. It will only change if you level up. Then you will need more time for production, but that has nothing to do with the quality.
