Quests - What triggers them ?

just wondering what triggers what quest ?

don't really want to know what i'd need to do in the quest, just what triggers them

have to be above manager level and then its just random i got none for ages then logged in one day and there was 1 did that and a few days later i got a second and after a few more days a 3rd!

then i waited 8months odd for the next 2
