Are the newer quests available only when expanded?

Once you expand 20sqm and hire a new worker, a new quest is available.

This only applies for homeless shelter, hospital, nursing home, kindergarten and the community building. All other special buildings are used to show your status symbols. Makes no sense to expand them, the only this is that you hire new workers that raise the demand in the area of the building. That

the only [reason people do] this is so that you hire new workers that raise the demand in the area of the building
To explain this, every store in an area works on the supply and demand of each area. The higher the demand of a product in each area, the more it can be sold for as long as the supply for it (other people selling the same product) is not too high.

A way to increase demand in and area is with population. Simply, the greater the population in an area, the more demand for goods there is in the area. By expanding a buiilding in an area of choice and hiring employees in it, the population increases in the form of employees. Therefore, so does the demand.

A person who sells directly from his stores would want to hire employees in the same area as his stores to be able to make more of a profit from the stores. I believe this is the only true direct benefit from hiring employees.

Please re-read my post. by expanding a special building, you can increase the price of items in your stores or sell products faster as long as they are in the same area as your special building. The demand for items increases with the population increase given by workers in special buildings. Expanding and hiring workers in special buildings proportionally helps this.

Then, of course, you receive quests once specific buildings reach a certain size, as elwood states.
