Question about special task

I have a Homeless Shelter:

Mauritania:13 Homeless shelter E:16 320 m

When you complete X amount of tasks it will start showing you "the next" task. Just because it shows it to you doesn't mean you have the employees needed to start the task. If you want to complete the task expand the building another 20m2 and hire another employee.

Huh is it not? There is even a huge list in a sticky somewhere in the guide to helpful guides or something..
As this is not a "Quest", just a task.
