How to OFFER CONTRACTS?

I have read the rules, and looked around, have found they will be SEEN, but WHERE to MAKE them??

Posts #2 & #3 show the ways to offer contract. The first uses the warehouse page (it's about 2/3 the way into the post) and the second uses the company info page.
