municipal power plant??

I got a message from the municipal power plant. The message asked for 500Kwt of power. Does anyone know if this is a computer, or a real player. If it is a computer, is there any benifit of selling them 500 power for $.02 ?????

I think this is one of the events (is that correct english?) which happen randomly, the systems asks for something (like the power), or offers you something. It's your choice, if you accept or not, maybe something good (or bad) happens, or maybe the contract is just a waste of money
