Explain to me the use of "code" in faxes.

I was wondering what this means:

Steel 120 + 2Q Wood 21 + 0.5Q

Does it mean: I buy steel at 120 and only want quality 2 or higher, or does it mean I buy steel and I'll pay 120 and 2caps extra for every quality above it?

I just can't seem to figure it out.

From what I have learned, it means every additional quality adds that cost. So quality 10 steel would be 140, quality 0 wood would only be 21 but quality 2 wood would be 22.
