Buying buildings

I was wondering if you have to be at the manager level or not to buy buildings. I know you have to be there to sell so I figured same as buying but i saw a small businessman bidding at an auction.

You can buy buildings from companies at any level. However, you have to be a Manager to sell them or trade them on the Building Market.
