Quality when expanding

Do steel, stones and wood need to have to same quality when used for expansion? Can steel q1 be mixed with stones q0 and wood q3 ?

You can mix steel q1 with stones q0 and wood q3. But if you need 3500 steel, this must be the same quality. You can
