That is exactly the point, water can not be researched, in league with power and stones. Thus you will need to research seed quality to 4, before you can actually produce seeds with the quality 2. That is not a mistake, that is the intention of the inventor of the game, to make it hard(er) to reach higher qualities quickly.

I would recommend focusing on your specific needs first. Your seeds, obviously, then whatever products you need for your production. ya im selling apples in my shop and thats at q1 and my seeds and corn is at q1 also having researched them all to q3 so im gonna research everyting else to q1 while i dont need them then wen i do decide to sell them i will be able to produce at a greater quality without having to spend ages researching them
I did the same thing, but later I wished I had researched the things I really needed higher, rather than waste resources and time on things I will probably never produce. When you get into the more complex items, like cars, tv's, etc... there is a ton of research on various things needed to produce higher Q levels.
With more complex products its nearly impossible to produce all needed parts and keep the quality overall high.
So instead of spending a lot of money on resarch you could just buy needed resources, like seeds, from the market. You can sort by quality, so that the highest quality-ads will be on top. This saves you money on resarching seeds and you don't have to use your plantation to produce your seeds.
Of course buying is more expensive than selfproducing, but it can be more profitable.

That should not be any problem... it's just a matter of time and how big you're research centers are. Maybe it would pay out for you if you build another plantation research center? It seems as if you emphasize on food and plantation also in the future.
