Nope, wrong information.

To build these special buildings (or "misc buildings") you don't have to be a premium-player. You just need to be at least a "Small Businessman".

Special buildings are:

Homeless shelter
Hospital
Nursing home
Kindergarten
Gallery
Antiques storage
Garage
Carpet storage
Safe
Status building
Wine cellar
Hall of fame

And you can only build admin-buildings when you have got a premium-account.
You can build it in that country you want to. Here the countries don't make a difference.
