Where is it better to build a power plant, in yellow or red for the +25% bonus ... ?

Power isn't a raw material, it's a produced item. So the production bonus comes from red.
The general toss up is between red for faster production, or green for lower cost. Here is a discussion on it

When power stands at 0.12 you should build ithe power plants in red.
When it is below that price you should build the buildings in the green area.
At 0.11 it doesn't matter if you build in green or in red.
And never ever build other buildings than mines and wells in yellow!
