where would be the best location to build the tv station?

At the beginning, when you have only low qualities, definitely in the green area. You would not be able to be competitive with the others, if you produce in the red area.
Production costs: red: 900 caps, units per hour 10,28.
green: 270 caps, 8,23/ hr
